Current Programs
Regular Program
The Regular program specifically targets households where service has been shut-off, is out of fuel or there is threat of disconnection of utility services. Program funding is obtained through THAW's special events and customer donations. The start and end dates for this program varies based on funding availability. This program may be launched at a later date, and/or at the discretion of the THAW.
- Account must be residential not commercial and active within the past 12 months.
- Account must be in the applicant's name, if the account is not in the applicant's name he/she must accept responsibility for the bill (Responsibility of Debt Form) with valid Michigan ID and the applicant must live at the address.
- Applicant must provide proof of household income that is at or below 200% of current Federal Poverty Level Guidelines. If the applicant is at or below 150% of income guidelines he/she must apply for State Emergency Relief (SER) through the Michigan Department of Human Services (MDHS). Seniors 62 years old or older are not required to apply for SER but are encouraged based on income.
- Applicant must have made a minimum payment of $200 on the bill within the last 6 months. (Electric, $200, Heat, $200, Combined, $400). However, co-payment requirements may change according to Program Guidelines.
- The applicant must pay illegal or unauthorized usage charges and security fees, if any, and other utility required payments before THAW Fund's voucher payment commitment can be made.
- Agency payments, MDHS payment, or HHC payments do not count towards required co-pay. The applicant must have made a payment on their account themselves.
