Program Eligibility

Eligibility

  • A shut-off notice (within the past 60 days) is required for THAW programs.
    *Total owing cannot exceed $4000 for Combined Accounts & $2000 for Single Accounts*

  • A bill/invoice is required for Other Fuel Vendor (deliverable fuels)

  • Priority will be given to the following types of households FIRST containing at least 1 of the following:
    - Children (18 and under)
    - Senior citizen (65 or older)
    - Physically Disabled (paraplegic - paralyzed on lower half of body, hemiplegic – paralyzed on one side of body or quadriplegic – partial loss or total loss of use of limbs)

  • The account must be residential (not a commercial account).

  • The account must be in the applicant’s name; if the account is not in the applicant’s name he/she must accept responsibility for the bill with a valid Michigan ID, complete a Responsibility of Debt Form and the applicant must live at the address. If account is in the spouses’ name, the spouse must be present at the time of appointment.

  • The applicant must pay illegal or unauthorized usage charges and security fees, if any, before THAW commitment or payment can be made.

  • If services are not restored within 30 days of THAW commitment, funds will be removed from account. Clients must have active service within 30 days.


Income Requirements

Proof of household income is required. To be eligible for THAW assistance income must be at or below 60% of the current State Median Level (see chart below). Households with zero annual income are not eligible.
