October 1, 2009 Early Emergency Program Guidelines

  • The applicant's service must be shut off, in shut-off status or needs to be restored or there is an immediate need for delivery of fuel or propane.


  • The shut off must have occurred within the past 12 months (exceptions are possible for customers needing a restore who have been living at same address past 12 months).


  • Applicant must have a balance higher than $125 for single accounts and $250 for combined accounts.


  • Customers who have received assistance through the EFSP or Laid Off Workers programs are eligible to participate in Early Emergency program.


  • Proof of household income is at or below 250% of the 2009 Federal Poverty Level. Households with zero annual income are not eligible.


  • If income is at or below 150% of poverty, customer should apply for State Emergency Relief through the Michigan Department of Human Service Agency. (MDHS DECISION NOTICE is necessary for all applicants at or below 150% of the Federal Poverty Level).


  • IMPORTANT: Applicant MUST keep a budget agreement with their utility provider. If the applicant calls to remove their account from the budget, the THAW cash and/or utility match (if applicable) will not be applied or will be removed from customer account.


  • Applicants receiving THAW utility assistance may be required to attend an Energy Education workshop.
